RESIDENT DIRECTOR WANTED!!

The National Democratic Institute for International Affairs (NDI) is seeking a Resident Director with strong management skills and legislative development experience to oversee the implementation of its multi sectoral democracy support programs in Nigeria. NDI’s Nigeria programs focus primarily on providing technical assistance to the National Assembly in the areas of legislative processes, institutional development and constituency outreach.

The Resident Director will be based in Abuja and will oversee the implementation of program activities and lead a diverse team of talented and experienced national and expatriate staff. The Director will be responsible for overall office management on financial and human resources matters, and will be NDI’s principal liaison with program partners, including legislators and representatives of the Nigerian government, nongovernmental organizations and the donor community. The candidate will work with Washington-based program staff that manage day-to-day communications and provide support for field activities. The Resident Director will report to the Regional Director for Central and West Africa.

Primary Responsibilities
-Overseeing the development and implementation of NDI’s programs in Nigeria, in collaboration with Abuja-based staff
-Leading and managing national and expatriate staff on a daily basis
-Developing and maintaining office and personnel management systems
-Enforcing human resource policies and promoting staff development
-Developing and maintaining financial management systems
-Managing the in-country program budget and ensuring the submission to the head office of accurate monthly financial reconciliation statements;
-Supervising the writing and timely submission of monthly program activity reports, monitoring and evaluation data, periodic updates on political/security updates and other program related materials;
-Building and maintaining professional relationships with key program partners, including legislators, legislative staff and representatives of other branches of the Nigerian government, civil society and the donor community;
-Ensuring adherence to both NDI and donor financial regulations, and the respect of procedures that guarantee the integrity of all financial transactions;Representing NDI and its programs at public events and functions.

Required Qualifications:
Bachelors Degree, preferably in international development, political science or management graduate degree preferred;Solid legislative development background with a minimum of twelve (12) years experience in senior-level program management, including office operations and the management of fiscal and human resources;Proven ability to manage multi-million dollar budgets, and to effectively lead and manage a multi-national staff of more than 20 people;
Experience implementing or overseeing democracy and governance programs, preferably in Africa;Comparative experience working in multi-cultural settings and a demonstrated ability to operate in a challenging environment;Effective interpersonal, communication and networking skills, and a demonstrated ability to build and maintain professional relationships;Demonstrated problem solving skills;Knowledge of USAID and DFID funding mechanisms;Strong oral and written communication skills in English;Knowledge of PC-based word processing and e-mail technology.
